enforce-book ENFORCING CONTRACTS IN ARMENIA (in Armenian)

Upon request of the Ministries of Justice and Economy of RA and within the USAID/EDMC project Global SPC carried out a study on “Enforcing contracts in Armenia”, based on the methodology and questionnaire, developed by the World Bank’s “Doing business” project for the index “Contract enforcement”.

The report of the study represents the current legislation and practice on commercial contract enforcement in Armenia, including competent courts, handling disputes arising from contract breach, applying to court, court procedures and duration, order and duration of the enforced judicial act fulfillment, etc.

The report received positive assessment from the persons in charge of the Ministries of Justice and Economy of RA.

FREE ECONOMIC ZONES IN THE REPUBLIC OF ARMENIA (in English & Russian)

The GLOBAL SPC together with the Ministry of Economy of the RA published the information bulletin on “Free Economic Zones in the Republic of Armenia” in Russian and English languages. The bulletin provides information on organization and operation of Armenian Free Economic Zones, about conditions in operating Free Economic Zones as well as related Armenian Legislation. The manual received positive feedbacks from the relevant responsible persons of the Ministry of Economy of the RA.

ADOPTION OF CHILDREN CITIZEN OF THE RA BY FOREIGNERS (in English & Armenian)

The aim of the research “Adoption of Children Citizen of the RA by Foreigners” is the presentation of the legislation regulating the adoption process, the rights, the jurisdictions and the obligations of state entities, adopters involved in the adoption processes.

The research is also a source of information about the necessary documents of adoption.

BOOSTING ARMENIAN PHARMACEUTICAL EXPORT (in English)

The purpose of this export marketing research is to provide a solid basis to get insight in the current export capabilities of Armenian pharmaceutical producers, develop improved export strategies for the participating companies, identify potential export opportunities and improve the competitive advantage of Armenian industry on export markets.


The assessment was necessary to get a realistic picture of the export share per company, the product-market-combinations that have successfully been served over last few years, and to get an insight in the marketing tools and strategies currently used by the exporting companies.

BOOSTING ARMENIAN AGRICULTURAL EXPORTS (in English)

The purpose of this study is to recommend how to best implement best practices of benchmark countries, which include Argentina, Brazil, Chile, Columbia, India, Indonesia, Kenya, Malaysia, Mexico, South Africa, and Thailand, for the purpose of developing Armenia’s capacity for agricultural export. The study comprehensively describes current state of the Armenian agricultural sector and identifies its strengths and weaknesses, as well as develops recommendations and development strategies on the basis of these characteristics.

This research highlights various views on the USA 2008 financial crisis. Studying public data and analyzing facts, it presents validity of the crisis prerequisites and introduces a reader alternative view to the real situation existing at the financial market.

STUDY OF INSTITUTIONAL SYSTEM OF THE REPUBLIC OF ARMENIA (in Armenian)

This research presents the study of the RA institutional system from the perspective of application of the World Trade Organization (WTO) agreements, implemented in the framework of “2008 Program of Implementation of the WTO post accession commitments.” The research also gives necessary conclusions and existing derelictions overcoming suggestions.

STUDY OF STRUCTURE AND LEGAL FRAMEWORK OF THE WTO NOTIFICATION AGENCY OF ARMENIA (in Armenian)

During about 8 years the WTO notification agency of the Ministry of Economy of the Republic of Armenia was the main responsible body for agreements’ requirements, and particularly for the application of notification requirements in the Republic of Armenia.

The study presents agency’s mission, implemented work, obstacles and issues that arose during this work and gives solution alternatives to these problems in order to avoid them in future, as well as the results of agency’s staff qualification testing.

STUDY OF THE DOHA ROUND NEGOTIATIONS PROCESS IN THE FRAMEWORK OF WTO (in Armenian)

The study presents authorities granted by the Doha Declaration, main issues of the negotiations, current status and development of the negotiations, main proposals presented by a country or countries group, issues of interest to developing countries and possible gains from the negotiations according to the main sectors of the Doha Round. Main provisions of the tabled drafts of negotiating documents were also presented and analyzed.

The study also includes data on proposals presented by the Republic of Armenia in the process of negotiations and provisions of the negotiating documents related to the Republic of Armenia.

STUDY OF THE REPUBLIC OF ARMENIA LAWS, GOVERNING TRADE AND ECONOMIC FIELD OF THE REPUBLIC OF ARMENIA AND RELATED TO THE WTO AGREEMENTS (in Armenian)

In the framework of this research a set of the laws, governing trade and economic field of the Republic of Armenia, were studied with the view of their compliance to the World Trade Organization Agreements. The compliance of the Republic of Armenia laws was studied from the perspective of both the WTO principles and its agreements. The research also identifies existing disagreements and inaccuracies.

The study presents the Republic of Armenia commitments in the post accession stage, which now include the whole WTO package. The study describes Armenia’s commitments in a set of sectors, as well as already done or proposed in the short-term changes.

The “IT Sector Development Concept Paper” was prepared for the Ministry of Economy of the Republic of Armenia in support of its strategic goals to develop a robust Information Technology sector and to create a viable E-Society in Armenia. It includes the description of the main objectives of IT industry development and action programs, necessary for their achievement.

THE BENCHMARKING OF ARMENIAN IT POLICIES FROM THE PERSPECTIVE OF INCREASING CLUSTER COMPETITIVENESS (in English)

The research analyzes and compares the performance of Armenian IT-related policies with the best practices of select countries identified as benchmarks. As a result of benchmarking analysis, Global SPC has formulated several new approaches to improving IT policies for consideration by the Armenian government and IT cluster advocacy groups. More concretely, this research provides specific examples and case studies from countries which have demonstrated a successful record of IT development, and offers several proposed solutions that may be adopted and implemented by Armenian stakeholders, after careful consideration of the country’s unique circumstances.
